I have had quite a few requests for information pertaining to Water Letters and I do understand your need for information. I realize that it's been a long and frustrating time for lot owners who would like to either build or sell.


As a new Board, before we can communicate on the actual work that needs to be accomplished, we first need to get a clear picture of ALL of the work which includes Infrastructure and NOT just the Water Letters.


The Board was elected on July 12th (less than a month ago) and has only had 1 meeting so far. We did create 3 working groups (Infrastructure, Water Letters and Administration). The membership of these working groups includes ASADA Board members, Lomas HOA Board Members, Community members and Subject Matter Experts (such as AyA, Legal Counsel, etc.) to ensure that we're looking at the challenges from all perspectives.


The Working Groups have been tasked with the following:

  1. Discover (eliminating assumptions and finding out the reality; what has been done; what needs to be done, etc.)
    1. Review the list of work that was identified by the previous board (what has been completed and/or started and what is left to be done? 
    2. Identify any additional work 
    3. Define the scope of the work 
    4. Identify resource requirements (people and/or materials) 
  2. Create a Budget (includes requesting quotes if required) 
  3. Prioritizing the work 
  4. Defining the timelines 
  5. Seeking the ASADA Board approval prior to proceeding with the work 
  6. Scheduling the resources and the work 
  7. Communicate (create a communications plan (if required) and deliver to the targeted audience)


The Board believes that by approaching the work in a holistic manner and communicating in a clear and concise fashion, that we will be able to eliminate any misperceptions, rumours, 1/2-truths, etc. which, in turn, will be to the betterment of the community.


Also, it must be noted that I did speak with AyA last November and they made it very clear that even after we complete the necessary work for the Provisional Water Letters, that it will take 8+ months to get approval from AyA & MINAE in San Jose. There is no quick fix, and we can only move forwards once we have a complete picture. Wouldn't you agree that that is the best approach? The Board wants to make sure that the only information that we communicate is the absolute truth, to the best of our knowledge. Right now, we could give you quick answers, but they will probably not be complete answers (because we don't have all the answers yet) which will only create additional problems down the road when we must go back to the community and change what we'd previously said. This will simply allow the miscommunications, rumours, misperceptions, etc. to continue which in turn will undermine the work that the Board is hoping to complete.


While I currently don't have the answers that you're looking for, I will always endeavour to be honest in my communications with the community. There are no hidden agendas and at the end of the day, the #1 priority for the ASADA is the infrastructure and ensuring clean and safe drinking water for those with meters.
